California permit and supervision boundary
An adult who has never held a driver’s license in any state or country may apply for a California instruction permit and practice until ready for the driving test. California DMV’s adult permit instructions include an application, identity and residency documents, the application fee, a knowledge test, and a vision test.
California Vehicle Code section 12509 permits supervised driving subject to its restrictions. The accompanying driver generally must hold a valid California license for the vehicle class, be at least 18 years old, and sit close enough to assist with control and provide guidance. A professional lesson does not erase permit restrictions that apply outside the lesson.
California DMV also advises customers to use a DMV-licensed driving school and to ask a driving instructor to show the instructor identification card. Holding a permit, taking a lesson, and being ready to pass a driving test are separate matters.
